You'll need to do a lot more diagnosing than simply saying that it is not working. You'll need to check if all of the components are there and go through each one of them with a volt ohm meter to see what the problem is. The first thing you'll need is a wiring diagram for your year car. I would start with the alarm horn and see if it is getting voltage and work back from there.

Also, search the forum here for past discussion threads that will help with troubleshooting specific components like horn, steering column, wires, etc.

Welcome, On my 70 the key switch had gone bad. There is a thread under "alarm switch" , a forum member, Robert.sperry posted - soak the switch in 2 parts ammonia , 1 part peroxide for 20 minutes, wash out with water, blow it out with air. Had to do mine twice but it worked. Thread states the contacts are brass and corrode on inside of switch. Yours may not be switch as GM moved switch from back to fender in 74, ohm out yours, see if it functions. A place to start. Mark
