It's an aftermarket fantasy piece. It mimics the red flags that are attached to landing gear pins (and various other items) for real aircraft.
Some people use them on the hood hinge when the hood is open.

I believe the rod goes through the hole in certain hood props to keep the wind from releasing it and closing it accidentally.

I bought one of those at the Naval Aviation Air Museum at NAS Pensacola.
Gave it to my mom to hang on her broom.
