Both HID and LED low beams require special fixtures with an extremely sharp and level upper cut-off line--the difference is literally "night and day". I don't believe that there is any available (or even possible) suitable replacement for our basic round PAR headlamps and pop-up light assemblies. Without such a cut-off the general "strength" of HID and LED low beam lamps is such that it blinds oncoming traffic in the same say a "high" beams.
When it comes to color temperature (likely what you refer to as "brightness") the US DOT has quite wisely limited the color temperature of all headlights to about 4,500k. 4,500k is very close to sunlight at the earth's surface (aka "white light"). What you/they call "brilliant blue" is what others will call "electric", "blinding", "eye splitting"
Some BMWs with low beams with "blue light" in the early 90s managed to slip through the cracks, but fortunately they were RAPIDLY banned from our shores. I recently spent some time in Germany (driving a new BMW) and even there those obnoxious blue headlights are no more!

As for the color of the LED's I used they state 6500K which is a little blue to me. I would rather have 4300K for my old eyes.
Getting any LED with the fan attached is going to require opening up the hole behind the headlight. I only had to notch a small section so the wire would fit without it getting pinched.
