My '75 L-82 seems to make a lot of "air moving noise" when the engine revs. The fan clutch may be a little harder to spin than I think it should. Is the fan supposed to disengage when revving? I think I just started to notice the "noise".
I noticed the same type of noise after I replaced my original clutch fan with an aftermarket unit. So, I had my original rebuilt (not inexpensive) and still have the noise.
Be glad for the noise, its the clutch working and locking up as it sees higher temperatures!! When the clutch gets weak the fan spins slower, gets quieter, and overheating can result.
on a totally cold engine that is turned off, can you spin the fan by hand and does it rotate about 1 to 1 1/2 turns? Typically the fans will loose their internal fluid and leak and spin too freely.
Have you replaced the original fan clutch and if so did you replace it with a thermal or centrifugal clutch, thermal being preferred.

I know it locks up as temp rises, but it's also noisy on cold startup. This is with a the rebuilt original clutch fan.

No it does not spin freely at all. I can only push or pull it. It will not spin. In fact, it takes an effort to push it around with my fingers. I thought maybe it's too tight. I know the "noise" is there when cold, but now it's there all of the time. I'm not sure if it always was or I'm just now noticing it.

It sounds like the bearing is beginning to fail, replace it.
Hayden produces a lot of replacement fan-clutch's and has a great article that explains a lot of the nuances related to the different clutch's and how they operate. You might find this useful in understanding how they operate and troubleshooting them.
