If the column is sloppy at the lower housing, you'll need a couple specialty tools such as a steering pivot remover and a lock ring compressor.
Not expensive tools, but absolutely necessary to take the column apart.
If you have to get this far into the belly of the beast, I would also take the opportunity to replace the upper and lower bearings, as well as the plastic horn contact retainer since the original one will—most likely—completely disintegrate when you try to remove it.
I am pretty sure you can do all of this with the column in place, but that's your call.

This isn't meant to be discouraging, but don't be surprised if it's something other than loose screws. My steering wheel was loose; this is what I found:
The top of the outer sleeve was cracked in 3 places. It was TIG'd together and all is fine. People use the steering wheel to pull themselves out of the car.
