Insulation on underside of frame ?

Default Insulation on underside of frame ?
Is this insulation normal on the underside of a 69 c3 frame?

Yes it is factory installed on 1968 and 1969 cars on both sides. The retaining shields changed from 68-69 but the insulator was the same.

You are correct in saying "interesting". One would think that the insulation would hold water like a sponge. Also the installation is interesting or at least for me in my restore.
