Default Dash wire identification help

Went under the dash today to try and figure out why no IP lights. Changed out the headlight switch, still no lights. The ground at the door pillar is good but there s no power going into the IP fuse. Any suggestions for the next thing to check. The dome light will come on if I turn the headlight switch all the way to the right.
I have also attached some pics of the harness I found when I was under there. The single brown wire with green connector is not connected at one end, the other goes in top of the box pictured at the fuse box. Anyone identify this wire?
What is this in the 3rd pic covered in black tape, yellow going in and brown going out with a inline fuse, the wire then disappears under the dash. The next pic shows with the tape removed.
Last one is a three wire plug, red, brown and white not connected to anything. I should say I have no under dash courtesy lights on the driver side but do on the passenger side.
Long post I know, don't have my wire diagram with me so I am asking for help.

Does the tan wire with green connector go to the park brake switch?

Model year? FWIW: the harness could contain unused connectors for options not on your car.

Don't know what year you're working on, but check to make sure your tail lights (not brake or turn) are working. The voltage for the dash lights goes through the tail light fuse first. Either fuse will cause loss of dash lights. I would hope you measured voltage on the fuses before you changed the headlight switch.

The brake light are working, the headlight switch wasn't hard to change even though that was not the problem. I found the over ride switch for the headlights shoved up in the dash, never could understand why I couldn't find that thing!! Why it was unbolted from under the steering column I guess I will never know.

Again, TAIL LIGHTS (not brake lights). The dash lights go through both the tail light and the instr lamp fuses.

Thanks, tail light fuse, all good now. Time to move to the other wires I mentioned. Let's go for a Sunday drive first.

1978 tracker schematic.. click twice to enlarge, then right click, select copy... then paste this in your paint program and save. This is the factory schematic for 1978 and I have almost all of them on our tech site now.. I'm short a few but I'll have them up soon. http://repairs.willcoxcorvette.com/
