From the wheel on it, I'd say that it's a 69-75 column.
$300 sounds pretty strong to me. 69-75 straight columns usually sell for around $75.00, and those wheels in good shape go for around $100. You can buy the wheels brand new for $199.
There's just not a lot of demand for straight columns. Most people want the tilt/tele. For every tilt/tele that finds it's way into a car, another straight column comes on the market.
I'd say that $200 would be the absolute top to pay for that column, with the wheel, horn button and ignition key and lock.

early straight column, not much Demand, everyone pulls these out to install T+T.
early Tilt-Telescopic, very high Demand. you have the lock and key that's helps some.
I have 1, I will sell for $300 anytime.
