79 passenger side mirror

Default 79 passenger side mirror
finally got the prospective owner to drive the "Newly Revived" 79 with L48. Loves the car; she did notice that the passenger side mirror is point downward and would like to adjust it.

Hence my question: how does one adjust the passenger side mirror on this 79. I thought is was manual where one would push on the mirror and it would ratchet to the position you wish. This one is not moving. Thanks in advance.

Push on the glass, not the housing.

I tried that and it does not seem to want to move, I am going to spray some break free and maybe it will loosen it up.
