i have a friend at work that has a vinyl cutter. She cut these for me and charged me $15. I am going to have her do it again a little bit larger so it fits better.

That's kinda what I am looking for. I just want roughly a 2' wide 9" tall 77-79 flags and then the corvette script for those years.

Visit eBay and their are dozens of sellers that will cut any type of decal you desire in any color, just email them an image of what you want. The cost for a 24" decal will be about $20 with shipping. Search "custom decal". I have decals made all the time.
