I'd say it's somewhere in the 75-77 range, maybe all 3 years. 68-74 speedometers didn't show KPH on the face, just MPH. I just don't recall when GM started putting KPH on the speedos.
The guy who imported it probably put it on, it used to be mandatory to have a KM/H dial when converting to RHD, but the rules have relaxed a bit . As in older cars don't have to be converted now-days.

The 77 was a one year only faceplate. It's cutout for the main odometer was widened to display the tenths figure whereas the 75-76 are shorter as it didn't display tenths.
I'm pretty sure I remember km/h on the speedo in my mother's 76 Impala. I think the switch would have been around that time or shortly before. Edit- all road speed signs were changed in September of 1977 so I'm assuming all new vehicles would have been switched before that.
