Default 1973 vacuum a/c

Moving on to my vacuum lines on heater controls. All ok but I see a black hose with orange stripe plugged on the rh side by vent. I manually open this vent and it has some leaves around it. is there supposed to be an actuator here? Anyone have a pic of this as I can't see where it would mount. Also in engine compartment in wiper bay I see a vent (lightweight almost rubber) It is partially open and would appear to be vacuum operated as well. Don't see a actuator here either. Does this feed down to the one mentioned above? ALso on the forum I read about a actuator that turns off one of the heater hoses when a/c is on? I looked around but don't see this. Would i be on a 73?
