No not steering, when it is jacked up it moves back and forth s little. I'm currently installing borgeson steering, that's how I found it.

That's the best first answer. If, after adjusting/regreasing the bearings, it still does it, then start looking at the ball joints. They are pretty hard to move the way you are describing, but things happen sometimes.
