I just bought the car. Both of the low beams are not working. When
I went to change the bulbs, I find that the three prong is located in the high beam spot and the two prong is located where the low beam should be. any ideas?
PO may have had an issue with the lights (bad dimmer switch, wiring issue, etc.), and that was his fix.
Time to research the wiring diagram for the headlights, and correct the issue.

do you know for sure which should be low or high beam ?
as Rescue Roger stated that is the correct and only locations.
unless someone swapped headlight buckets around,
the bulbs are keyed for their specific location.
