Default Drivers side headlight

I have a problem with the drivers side headlight not going up when I turn on the lights. I can manually help it up by reaching under the grill.

It does close when I turn off the lights.

The right side works fine and the left side used to work.

Looking at willcox's vacuum diagram it looks like I would have problems up to the Actuator and after that. I checked the hoses to the Actuator and they look good.

So, does this mean I need to replace the Actuator or is there something else I need to check?

Thanks!

the seal on the front of the actuator probably needs replacing.

Thanks, you are correct. I reached under the car and the rubber boot that covers it was brittle and broken off.

I checked the right and it was the same so maybe just have been lucky with that one.

Also, the springs were really rusted so I got all the parts coming and will repair the existing Actuators.

Thank you
