69 big block vette 427 not original nor a factory 427 built a 427 from 454... with 66 427 heads going with dewitts radiator to help cool down unless ?

I would add the Vintage Air which will certainly help for a sale in Texas and also you already have a NOM so the purists will likely not care.
For the PS, I have a 454 68 NOM with no PS and no PB, and it steers and brakes just fine. Only when moving very slow and steering a lot, do I notice the no PS. However, no leaking PS hoses and an open engine bay is a plus for me. I would add the VA as a/c is a necessity in Texas and Louisiana in July and advertise on Craigslist and ebay (say also for sale locally). Hope this helps and good luck with whatever you decide. FWIW, generally adding things to vehicle will not result in your being able to recover the cost when selling the vehicle. Consider lowering the price by the cost of the Vintage Air and install, and forget about adding power steering (unless you will be keeping the 69 for a while and the additions will also bring you enjoyment).
I added the Borgeson PS to my '69. Love it, made a world of difference to me. Relatively easy install other than had to unbolt the column in order the get the rag joint to fit right right (which is covered in the instructions). Would do again.
Bought parts individually from multiple ebay vendors to keep costs as low as possible (box, rag joint, hoses, PS bracket) , and I already had a PS pump from another project so I was in for around $500ish.
If you have headers there may be an issue with the Borgeson fit. Some do and some don't fit.
I agree that you might not recoup your total expense for the A/C, but it will help sell it faster/easier. These early C3's with big blocks can get pretty hot inside.
