For the cleaning, I used Evaporust with great success, there might be a distributor in Spain. It does no eat anything that is not rust, good for the thread of the bolts.
For the protection, do you have a plating company in your area? Ask them, maybe they could put your bag of bolt with another big batch for cheap.
There is also plating method you can do at home, like Parkerization.

Not many people have the corones to get the restoration down the bare birdcage, impressive work.

You might want to check the fit of the stone shields before you paint them.
They were typically 'flat', not arched as yours appear to be.
If you decide to straighten them it would probably be wise to do that before you paint them.
