There might be more ways, but here's how I upload pictures. Hope this helps!
When creating a post, select the icon pointed to by the red arrow:
Then select 'Browse Your Device', and go find the picture you want to upload. Either double click the picture, or single click the picture and hit the 'open' button:
After a few seconds, you should see something like this - just select 'Insert':
Back at the original window, you should now see something like this:

I could not get the first screen that you published.
After singing in I went to User CP
Clicked on 'edit options' and scrolled down to the last area which is 'Message Editor' and changed from 'Basic Editor' to 'Standard Editor' and now I get that screen.
