Default power problem

I have a 1975 coupe and I do not have any power at the instrument fuse at block. Some one jumped the fuse by soldering a piece of wire across it. also does tachometer run off that circuit. Can it be solved

Default Is the TL fuse good?

The 'Taillight' fuse powers the instrument fuse.

a test light should work just fine. I wonder why they soldered a wire across at the fuse block, that would take away any protection provided by a fuse. Were they tired of replacing the fuse?? did they have extra draw on the fuse by adding something like a different radio or something?? Is the car fully stock in the dash area, or are extra things hanging from the dash area??? different gauges or something, we need more information here!
