So i have a head light that is loose. The bulb itself inst loose, its the connection that is loose. The issue is that I need to get it inspected and everytime i go to take it in they refuse to pass it.
I have tried a new bulb and same thing happens.
Any ideas?

You mean the 3 prong connector on the back of the headlite? Buy a new connector and solder and heat shrink new connections.

Yeah the three prong connector is a loose connection. I can fiddle with it and it will work, but if i hit a bump in the road, it goes out. Here in SW PA, bumps are unavoidable.
You should be able to pull each wire connector out of the plug and "tighten" the brass/copper a little to give it a tighter fit. If one or any of the actual ends are broken you'll need to replace it or the whole socket as mentioned above.
To remove the lead from the socket you'll need something narrow and flat like a straightened bobby pin or flatten out a heavy paper clip or even the proper tool..... insert it into the bulb end of the socket and push the lock tab down, then the wire will pull out the back

Typical packard connectors, yours are most likely the middle or right one so you can see the tab that locks them into the plastic housing

Bubba says duct tape it to the bulb and go pass inspection, then you'll have plenty of time and good weather to fix it correctly when the weather gets nice.
Unless you have a garage with space, then you can just fix it correctly the first time.

You can pull the light, remove one wire at a time from plastic housing as shown above, put that single wire on the light and tighten with some small pliers. Bend the little tab back up a little on the connector and reinsert wire into housing. Repeat on other wires.
Just a side note, I actually found a bad crimp on one of mine. Bought the crimping tool and connectors redid all four lights. These are not standard Delphi/Packard #56 connectors, they are Delphi/Packard #59. #56 are 1/4" #59 are 5/16". The double wire crimp is a #12 gauge connector and the single wire is a #16-#14 gauge connector, so there not all the same.
