The car has some visual cues that remind me of the Duntov convertible conversions, the only factory approved models that I would accept any level of credibility towards.
However, there’s way too many personal customizations for this car to fall under that category. This is just a custom car with a fake story.

That 80 is now more "Ecklers" than GM!
It only REMOTELY resembles the Duntov Turbo's done back then.
Break REALITY to him gently.................................. ....

Duntovs turbo was a great idea on paper but failed as badly as new coke,
It was gonna be a limited number, white on red only wide body convertibles, with turbos,
They didnt sell well,
So they offered other colors, over the shelf parts and even today a nice numbered duntov convertible doesnt get as much or more normally as a comparable ecklers wide body,
Weird how that stuff goes.....

I have a friend..
On this 1980 convertible conversation, I have a friend who has a 1980 vette convertible who says his was a special order from GM. He bought it second hand and of course has no paperwork to prove it but he thinks his car is worth like $200k. Possible? I don’t have the heart to tell him this could be all BS

Perhaps have him read this old thread from the beginning. GM Did NOT make a convertible C3 after 75. I know someone with a 82 Collectors Edition convertible. It was done with a 74 rear clip. It's very nicely done. But it's not factory.

Looking at the interior windshield header trim on the original thread, no way GM would have left it unfinished like that.
