The plastic bell cover should have three raised areas on the backside that go into grooves on the round extension below the cover. A lot of times these get broken and the bell cover is loose. Its only a press fit so being loose wont hurt anything. It covers the metal bowl underneath that is activated by the backdrive assembly for key locking and locking the transmission selector.

So the sleeve I'm referring to is called the "bell cover?" As far as I could feel, it doesn't have "three raised areas on the backside." Are you referring to another part? Or am I missing perhaps something? Thanks for any help.

The picture should show the 3 raised tabs.
