Default Tilt Column Question

I just purchased a tilt column for my 69 from an online rebuilder and it was shipped without the key lock assembly installed. When I installed the lever for the tilt function it moves back and fourth but does not appear to do anything for releasing the column to tilt. Does the lock assembly need to be installed for this to operate or is the something fowled up with the tilt mechanism?

The lock assembly is not needed for operating the tilt mechanism. The tilt lever is spring loaded (after some unloaded way), so a (complete) free movement sounds not right.
Do you know Jim Shea's papers regarding the steering column?

Is the column already in the up position ? The spring for the tilt is there to counteract the weight of the top section of the column and the wheel, it's quite powerful .

I agree, unless you have the column mounted to something, you'll never be able to move the tilt section, if in the full up position, against the spring.

Ah!, Yeah, the column is not in the car yet, you are probably correct, it probably needs to be mounted in the car. Well I have a project ahead of me.
