Check out the Willlcox tech article on tach issues. When I bought mine it was acting wonky like that as well, it never quit completely but certainly wasn’t right. Mine needed a new tach board.

Nearly 90 percent of the time its the tach board. Wilcox, as Dan references, is the place to go to fully understand what you are facing in terms of replacement...no easy task for a 77!

Dropping the dash isn't all that hard if you pull the steering column out of the car... and honestly it's the easiest way.
However, before I pulled the dash I'd take the filter out of the equation. Unplug the filter from the system and plug the tach directly to the distributor for testing. If you unplug A and plug it straight into the distributor you'll either prove the filter is the issue or eliminate it as the issue.
