More like an inexperienced dealer trying for a quick flip. There's a lot of demand for American cars in the UK and elsewhere in Europe with hundreds if not thousands of cars arriving weekly. All imported cars have to go through an initial road worthiness test and until recently an annual MOT test. The MOT test is now optional for pre 1978 cars but I've chosen to continue having mine tested as they can be very informative giving condition reports on tyres (sorry tires) suspension bushings, exhaust, steering, lights, brakes etc
