I'm only able to get maybe 20 lbs torque before the cotter pin can be inserted. Do I need to add another washer or is this OK?
Also, on passenger side, I inserted the same size shim packs on each side of the TA but feels like it needs another shim. Is this because I can't get enough torque
or do I need to add shims?

you cant have any play in there ,if you have changed the arm or rebushed the end of it ,it may need more shims than original . I always put the same amount back in as what came out for a starting point only . I usually end up gently tapping the last shim in with a hammer , gentle though , so its just firm in there .I juggle the last one , if it think its going to be right I pull out the thickest and put the small one(s) in then I can tap on the biggest one without fear of bending it
I cant remember/ find the torque value anywhere from here ,im sure someone will have it here soon .
the above is what I do while using a string line for a rough alignment , so the car can be put on a trailer to take it for a proper alignment before driving
Bolts should have washer on inside and washer and lock washer on out side.45-55ft lbs per AIM. Add shims if needed so TA is snug w/ no play before tightening
