Wire brush it off (rotary air driven would be easy) and show us another picture. You probably want to do that anyway to get an estimate...unless you're going to weld it yourself.

I'm planning on doing it myself. Would a weld suffice?

So there may be some things to consider. Just saying.
If it was me, after taking the area back to bare shiny steel;
I would drill the end of the crack to stop it propagating, grind the edges of the crack to a chamfer to ensure full penetration and straighten the two sides to remove the slight 'step' you have.
Then weld it up.
If you want to go further, then grind that weld flat and weld a piece across the repair to add strength.

That's what I would do. Doesn't look horrible or anything. Clean it really well and it should be an easy weld and it's not terrible thick metal to begin with .... the metal plate to strengthen is another good idea.

I can understand that law. You might have seen bad welds, you don´t want to have them
on your frame where this might be a safety issue. And I can imagine that you have
to select the right materials if you want to fill a gap. And also the heating might cause a change
of hardness of the steel.

Your vehicle could loose admission for street use.
I guess in this case no one would ask for it if it is well done and not obvious.
But if you make 1 frame out of 2 there could be an inspector asking for details.
We have to have the cars inspected every 2 years for all safety issues and emissions.
