Under the hood of this 1969, at the front this bracket is for something. On the hood just left in the background of the bracket is the hood emblem stud.
Someone has put and early 68 front support bracket (horse collar) on your car. Early 68's used this bracket in question to support the front end. Later in the model year they changed to the support rod design and the bracket you show became unnecessary and was removed.

Hi John, thank you for answering my question. I still don’t get the purpose? My bracket faces a different direction and has a slot and if it was phased out of the 68 why would it be on a late 69. I’m like Detective Adrian Monk, never satisfied until the end. LOL!

Yours looks the same to me... just that it`s missing the 2nd piece that bolts to the slot and actually supports the fiberglass. Only the piece that`s welded on is still there. If you have a 68 bracket on your 69 it may mean that it was hit & repaired at some time, or the "horse collar" bracket may have rusted & was replaced with an earlier one.
