these sleeves pointed by the white arrows are called??

Okay, those are gm or more likely copies of the gm L88 racing flares,
The divets or dimples were there for screw on installations as these were for race cars to function not look pretty,
But some people did glass them in for a smooth refined look,
On my 69 im running mine screwed on,
The very best deal on these is on ebay last i looked about 200 a pair

what do you call them? I call them awesome but to be specific Bats is correct L-88 fender flares, the originals (available over the counter at GM) came with a part number glassed into the back side

I suspect that the SCCA rules in those days were that the tire must not extend past the body. No real idea, but the pictures I've seen of the early C3 dedicated race cars, along with the Camaros, Mustangs, and the others, all the fenders were stretched somehow to cover the top of the tire. redvetracer could probably shed some more light- he was there and in the game.
I have the GM flares on my 69- I was standing at the GM parts counter when the previous owner got them.

Rules didnt let wheels/ tires hang out of the fenders,
I like the old school look and feel of flares on some c3s
i could stick a super wide pos offset wheel and tire under my car with modern big diameter wheels and rubber band tires but i hate that look on old classics.

There were several reasons but two dominate. The most significant one was safety. A spinning tire from one car hit by spinning tire of another car, launches car in the air creating a bad accident and risk to others. Another reason was, tires will pick up debris on the track and fling it at 150 MPH through the window or rad of the car behind it.

and you think a fairly thin fiberglass fender flare is going to protect anyone from anything at 150mph? you just made that up didn`t you??
