My lighter was not working. I bought a replacement lighter element. That worked, but only when I held the lighter down. It would not operate correctly, popping up when ready. One of the internal tabs had broken off.
So, I purchased a replacement housing. I removed my console shifter plate to access my wiring. The GM replacement I received was a little different, but screwed into the retainer without a problem. I transfered my old spade terminal to the new housing, connected the wire and tested it out. Nothing.
Now, I'm testing it with the console plate still removed. Do I need to replace the console plate for grounding? As simple as the lighter mechanism is, I'm kind of stumped.
Any advice?

Check and make sure the ground ring (Brass) with the black wire is in place between the inner receptacle and the outer housing. I just replaced mine and can see where that could be easily missed.

I did not see that at all. Wouldn't that have tethered the console plate when I removed it? I only see an orange wire to the housing and a gray wire connected to the lighter bulb.
Early cars ground on the console plate. Later cars got the ring ground.
I'm trying to figure out how ground is established by the console plate. I have power to the lighter housing and lighter illumination bulb. I put the console plate back in place, but still not good.
I accidentally touched the console plate against the shifter shaft, and noticed the lighter bulb go on. I tested the lighter, holding the console plate against the shifter, and it works, so my problem is bad ground.

I think the ground is on the housing for the air controls which touches the shifter console plate which touches the lighter housing or it near there. I need to investigate the problem on my 68 as well

There should be a ground wire from the harness that connects to a grounding spade coming off the Ventilation controls.
