72 Console Insulation?

I have my console shift plate removed to work on my cigar lighter. I found a wad of "insulation" material stuck inside the console. Is this correct? Was there any insulation inside of the console beneath the shifter plate or was this something the PO did?

Yes there was a forward and center part of insulation along the top of the tunnel, Stopped around the shifter area

I believe I have now removed all of that "jute" insulation. I replaced most of mine with the generic insulation from Lowe's (or Home Depot). I got rid of it because it was so crumbly and dusty and I could RTV that new insulation to the bulkhead and floors. I initially replaced the jute under the console with more jute, but just last fall I got rid of it and just glued down more of the regular stuff. Not sure of insulation properties, but it seems to work well (better than stock).
