the middle one, you can use wax and grease remover or dish soap and water to scrub off all the dirt and grime with a fine scotchbrite.
The 3rd one tacks up the surface material im not sure what it is but its a solvent spray that lighly softens the top surface so the paint melts into the plastic. its good on hard plastic smooth surfaces or hi wear item, or color changes.

If you are just going for a refresh on that part, I would try a stiff bristle brush and dish soap/degreaser/simple green and water to clean up the vinyl since its already black.
not all blacks are the same if you respray that piece you will need to do the t tops as well or itll stick out.
Ive also had good luck just cleaning it up with dish soap and scotch pad. then spraying light coats. never had flaking problems.

its a vinyl skin over the backing board. thats how many dashboard and interior pieces are made.
you dont need to paint the board. it shouldnt show. just dont saturate the board with water/cleaners.

There were so many different colors of black at the parts store. I would never have gotten the correct one without your suggestion.
