I have a 68 so same interior for carpet.
I purchased ACC brand and have yet to install.
The fronts come with all jute padding as originals glued in place.
Should be all you need, that's all I'm doing is replacing stock carpet.

I've used ACC in a couple Corvettes. No issues, fit nice.
! have a 69 as well.
1. You don't NEED add'l padding....you probably want Dynamat or something down there and especially around the tunnel.
2. I am not aware of NCRS pulling up your carpeting to check.
3. This give you a great opportunity to check and re-glass the floors....the DRV side takes a beating and you don't want Fred Flintstone to visit.
4. There are a ton of threads on Carpeting a C-3....give them a cruise.
5. Mine was ACC as well.
