Luggage rack configuration
As far as luggage racks, you can get them, and you have to install the plugs/ keepers into the rear deck (I hate that!) and then bolt them THROUGH, so you need access to the bottom of the deck.
May I suggest a more elegant way to carry big stuff is a 2" trailer hitch (quasi-Hidden) and a luggage rack off of that.

The carrier itself was made of a molded reinforced plastic material, and also included a couple tie down straps. The carrier is pushed into those grommets, and then the tops are strapped to the carrier. Besides the carrier itself, when the top carrier was ordered, a car got the four grommets in the rear deck, a color keyed bag to store the carrier in, and two supports with a latch on each one were installed on the passenger side of the rear compartment, that the carrier's bag attached too.
There were about 3700 80 Corvettes ordered with the carrier, 3300 81's and 2000 82's.

The 1978-1982 style chrome luggage rack actually had four holes but they were in a different place.
Is what he's missing possibly the 80-82 optional top carriers. It sure looks like it from the location of the holes
Here is are pictures of both. I think I still have some chrome racks laying around but I would have to check. The hole alignment isn't correct for the chrome rack but sure looks spot on for the ski rack.
