The gas gage sending unit on my 68 went bad. I installed a new sending unit. If I'm stopped for a little time the gas gage shows the correct fuel level but when I drive the gage wanders above and below the correct level. Is this normal or is something wrong in the dash board gage?

did you have the same issue with the old sender
the gauge will respond to stopping and starting and curves to some extent, hard to say whether you have an actual issue or just normal variation.
I don't remember. The old sending unit had "dead spots" and at a certain fuel level it would drop to empty then bounce back up. Before I replaced it I did confirm that I had a good ground.
I just went on Willcox's info page and saw there is a resistor on the back of the fuel gage. Is this used to steady the gas gage and prevent it from wandering every time the car moves?

I went through this same issue a couple years ago. There is a dampening fluid in the gauge that slows the movement of the needle, (According to Wilcox)and over time this fluid dries out, leaks out, whatever. When this happens the needle follows the sloshing in the tank as it happens. It is normal to see movement under cornering, acceleration, and braking but not rapid movement normally. You need a new gauge or have yours rebuilt.
The resistor isn't the issue, in most cases this issue is caused due to the fluid missing from the gauge. You can put a cap on the ohms wire on the gauge to slow down the reading but it's a royal pain to do this and it's probably cheaper to just replace the gauge.
