How do I fix this or replace? It look like it was riveted. What do you call this piece?

Buy some new dew wipes or what ever the technical name for them is they have the attaching pins on them as your seals appear shot as well

Found the name...outer window seal. Anyone replace one?

Yes I just did it. Take the panels off and take the lower glass stops out and lower the window as far as it will go. You can drill a small hole and put a flat head screw in there to hold it. I have also done that.
