Dave....yes that looks WAAY too loose for safety...in fact it is in 'limp-home mode' NOW.
Replace! Lock-tite!
also you can adjust the play in the recirculating ball box by doing the loosen lock nut and take up the slack with the big allen. Do this with the wheels in the air!
Back and forth until it's not binding , but JUST loose enough to take the slack out. Check pitman arm for play and the idler arm for play.
Put the old steering column on the shelf with the 'OMG I could've died parts'
