Timing of dye prep

I need to dye my door pulls. I have the vinyl prep, adhesion promoter, and dye. After thoroughly cleaning the parts with soap and water, what is the recommended timing of the other prep steps before dying? Is it all done back to back (wet)? Or do I let the parts completely dry between each step?

I've always let them dry, takes 15 minutes or so and then on to the next step.

One of them, either the vinyl prep or adhesion promoter say to apply the next step while it's still wet. I can't remember which one, but have done it many times with good results.
