It's just a rubber boot that fits into the hole in the light housing. There's a larger rubber lip on the boot that holds it in.
It looks a bit old and crusty from the photo (undercoating overspray??), so if you are looking to preserve it, I would suggest trying to loosen up the boot in the hole by spinning/wiggling it somewhat to get the rubber to flex ,and then work it out of the hole.
If the F.O. cable end is in good shape, you could just replace the boot and plug it back into the new housing.
