Steering column off-center

Steering column off-center
I just picked up a '69 with a tilt column and the car is a bit of a mess, so I'll probably be posting a lot. I did a bit of searching and didn't find anything so I'm posting.
The steering column itself seems to be off center. Specifically, it points towards the passenger side a bit, so instead of the tilt function going straight up and down, it seems to point to the right a bit. The column doesn't appear to be rotated.
Any insight as to what that might be?

Seriously? Ugh. Any way to straighten it?
Next you're going to tell me they installed the dashboard gauge panel slightly down on the left, which is the next thing that bothers me.

Did you notice the seats are slightly at an angle also?

Rookie here: there is a way, but the car won't be NCRS presentable. (no cutting, sawing, welding involved which is the good news).

Yes! Very annoying! I just thought that was 50 years of wear.
