Yesterday I was tightening up the throttle linkage on the 69 when
i noticed this hole ,does anyone know what this hole is for?

Isn't it the rubber grommet that holds the carpets in place? A little hard to tell from the angle but there is a row of three I beleive there on each side, drivers and passengers, to hold the upper edge of the carpet in place.

I believe the OP is referring to the hole that is up and to the right of the rubber grommet. There is a pencil stuck through the hole. When I first saw the pictures, I immediately saw the grommet along the carpet edge. I did not see the pencil until I looked at the pictures a second time.
This picture if from the back of the piece so flip it over (the two half cut-outs go on the bottom and locate on the two rubber plugs that hold the carpet)

50 years worth of modifications - possible a PO made his own hole to route a wire for an HEI, Electric Choke, etc. to get to the fusebox?
I found several existing holes that I could use for those purposes, but others may have been less patient, and went right to the drill.
I wouldn't have chosen a location so close to the pedals, but, hey - that's just me.

I think I have figured out it is a hole for a carpet plug that will hold
one of the he three parts of the firewall pad. It’s harder to figure out what to call it.
it’s only available in the set of three.
On mine (72) there was the plastic cover (image above) and then a thick pad of the insulation / underpad with the rubberized coating on one side like the rest of the stuff on the firewall
