Large void under carpet

This is under the passenger seat. I know what it is- the catalytic converter is below the seat towards the front and middle, and this is what's left over. The PO ripped the carpet and I suppose I can sew it back but I should fill this with fire retardant foam and level it off. Unless anyone has other ideas...

Sorry, but I can't see much in your pic. As far as flame retardant foam is concerned, what do you feel will burn in that area?

There is normally a void in that area. It's where one of the seat belt retractors is mounted. Why do you feel you need to fill it in with foam?

The seat retractors on my '81 are built into the side panels. In order to keep the carpet from re-ripping I'll have to fill the volume (about a quart) with something.

Why fire-retardant foam? Great Stuff makes it, cost is not a lot more than regular foam. I used it to repair a split padded dash a while back, prior to upholstering it with vinyl, and that repair has held up well.
