I would make absolutely sure there isn't any other rust areas in the birdcage before investing that kind of work on a late model C3. You can pick up an entire car with no rust in that area for about $3-5k or so.... might be able to find just the cage area for much less if you have the time.
Check the area behind the kick panels and especially the windshield surrounds.
