Help Routing Parking / E- brake Bables

Howdy gang.

I need a little help routing the emergency brake cable on my 1970 coupe.

My question is does the e=brake cable thread through the seat belt reinforcement cable under the frame cross-member or does it go below that cable as it routes back to the brackets and then the rear wheels. I know the spring attaches above that loop, but do the cables that run to each wheel also thread in above it?

Every picture I've been able to find is unclear.

Hard to see if the parking brake cable is above or below this seat belt hoop that connects back to the frame.

Do I need to route the e-brake cable above this cable?
