The front bumper cracked on my 73, so I am replacing it now. but I found two bolts that are loose be hide front impact bar that go the the slider brackets. The two bolts are the same length, but the stop washer that is attache to the bolts are at different lengths is this correct? and should they be loose?

Those are "shear" bolts, they are suppose to break upon heavy impact. The front bumper assembly does not have any springs or shocks.
If you hit something hard enough to shear these (2) bolts, the bumper back bar will slide allowing the front rubber bumper to flex
Maybe somebody backed into your car off center cracking the rubber bumper and streching one of the bolts
Thanks. I know now that the front was hit at sometime in its life. Do you know where I can find the replacement bolts. I have not been able to find them.

maybe you could slide the stop block on the one that is too short by using a vise and a hammer? (set the jaws of the vice loosly on the bolt, set block on top of vise and tap bolt down)
That was going to be my last option. But it should work. Thanks. I have had this car for 3 years now, every time i fix one thing I find 3 other to fix.
