Touches when the headlights are full up. When the lights are turned on, the lens in the dash marked headlights will be lit up till the lights are fully up and both switches are pressed in.

You may have a broken switch.

Default "Switch" adjustment

While the switch is not adjustable, the headlight operating linkage is. You need to adjust the light operating link so that it goes full open and locks over center, sometimes referred to as over toggle. This is the same snap over and lock action as a pair of vise grips. The linkage is supposed to do this to ensure that the lights stay open even if vacuum is lost. When you turn off the lights the vacuum can will pull the linkage back though center and allow the lights to fall shut. I fixed this same issue on the 69 project I am currently working.
