At the horn button- it is grounding the relay. No power there at the column. The relay gets it's power from the fuse box.
The switched green wire from the relay runs out to the horns.

Its could be a big issue. The horn contact button, is connected under the steering wheel to the lower contact horn spring. This spring makes the ground contact to the black wire in the accordian plug under the dash. If you do not have continuity between the black wire in the accordian plug to your upper horn contact then there is something disconnected in between. That is how I found my problem with the lower horn contact spring.
