I put a magnet to the piece. This cap is in 2 parts riveted together, a magnet sticks to the wide base but not to the center cap. I guess that’s my answer then.
I believe the center cap is pot metal with chrome coating. The plate is stainless metal much like the trim rings are as well. Two parts held together by screws. Can be removed and mixed and matched to make a good set if needed. I have eight of them now which I will use to mix and match a best looking set.

Wow! Great info. So I guess there are 2 kinds of outer rings as well because I have one set that rusted over completely and another that is fine. My center hubs have a part number 3925805 and have 4 small hex head bolts. When you look at these from the back side it appears to have a skin crimped over some kind of dull steel.
Is the crimped over face stainless? I hate to find out the hard way trying to buff out the scratches.
I believe the cover or skin is stainless. I have never taken one of these apart (skin removal) but if I come across one that is in bad shape I might just do that to learn more about its construction. Education is a good thing, even at my advanced age.
