Basically as I understand it.
Its the JULIAN Calendar with weeks of the year....week 1 is Jan-01 to 07 and the LAST two digits are the year.
The later model tires are easier to decode.
The errant '0' may be the plant it was made at, or maybe the 'shift' KR is probably the plant.

KR is part of the Goodyear date code system 2 with the TUFSYN-PACKER letters to decode it. It is a December 1967 tire that likely would have been installed on a ‘68 built in early ‘68 calendar year.
