The fiber optics are just that..they show the glow of the tail-lights (and others) on the fiber optic display on the console. They are totally passive. When the tail-light glows the light is passed down the glass fiber.
Your brake light switch and or the grounds are your real problem.
Please go an get a Service manual, an AIM, and a wiring diagram so you can diagnose this stuff.
